NESC Academy Forum Guidelines

The NESC Academy Forum is where members meet, interact, and share their expertise and knowledge. The forum experience is enhanced when members abide by a few key guidelines:

  1. You must adhere to the U.S. Government's International Traffic in Arms Regulations (ITAR).
  2. You may not post content or use language that is obscene, otherwise objectionable, or in violation of federal or state law.
  3. You may not harass, abuse, threaten, or advocate violence against other members, individuals or groups.
  4. You may not use the NESC Academy Forum for commercial or advertising purposes.
  5. You may not post content which infringes upon the intellectual property, privacy, or other rights of third parties.
  6. Some content may be more appropriate in some contexts than others. The NESC Academy reserves the right to remove content that it determines, by its sole discretion, to be inappropriate and in violation of its rules.

If you are unsure whether your content is consistent with these policies, please err on the side of caution and do not post it on the NESC Academy Forum.

NESC Academy's Right To Terminate

The NESC Academy, by its sole discretion, may remove any content or terminate any member immediately and without notice if it believes the content or behavior to be inconsistent with the terms of the NESC Academy Forum Guidelines. The NESC Academy seeks to ensure that this forum is an enjoyable and positive experience.

ITAR Statement

The U.S. government's International Traffic in Arms Regulations (ITAR) govern the dissemination of broad categories of technical information, including military and space electronics (models, mockups, and other such items are also included). The Code of Federal Regulations, Title 22, Chapter I, Subchapter M, section 120.8 specifically includes "training" as a concern. Among other requirements, the regulations prohibit disclosing or transferring regulated technical data to a foreign person, whether in the United States or abroad. That information can take many forms, including:

"Information... which is directly related to the design, engineering, development, production, processing, manufacture, use, operation, overhaul, repair, maintenance, modification, or reconstruction of defense articles. This includes, for example, information in the form of blueprints, drawings, photographs, plans, instructions, computer software and documentation. This also includes information, which advances the state of the art of articles on the U.S. Munitions List. This definition does not include information concerning general scientific, mathematical or engineering principles commonly taught in academia." Sec. 120.21 (c)

Companies must put in place mechanisms that prevent violations. These regulations hold companies accountable for the acts of anyone that enables access to technical data. Penalties for export violations can be severe—$1M and 10 years in prison per violation, and the loss of government contracts.

Some content presented in this forum and in course materials may fall under the ITAR provisions. You are being given notice of your responsibility to protect this information. In order to address these requirements, all forum members must provide documentation attesting to their status as a U.S. citizen and confirming that they will not transfer content provided in this course to a foreign-born person.
